Yes you can, but only rental cars. Rental company might ask for a local guarantor in case of fines due to traffic violation if you commit any.

Rental companies ask for a deposit, which is refundable after a few days.

you have to take an international licence from kuwait. the fees before was 10 kd and its valid for one year. I do not know the latest rule. you can't just drive with kuwait licence. but need to confirm.

Go to automobile assosiation pay KWD 10.00 and convert your kuwait license to international license. you can drive any car in many countries.

There is no need for an International License. You can drive with your Kuwait license. I have driven a rental car in Abu Dhabi.

@Peace maker - If it is not allowed the rental company will not give you a car on rent. They take a copy of your license when you hire a car. It is very much allowed.

International driving licence is required only if the language in the card is not readable to the police in the country. For an example, a DL written in English is not readable in Russia. Most countries allow other country licence holders to drive cars up to 3 months. International DL is just a certified translation of own DL into several languages.
