NOC may not be required to transfer from 18 to 22.( Experienced guys who have done it can write here). I assume its Just a signature from the previous employer on the residence application front page there is a row for transfer details just after the details of candidate and present sponsor(you).The previous employer has to sign and give his details . Once the application is approved the immigration office will ask you to cancel the present civil id and give a paper for FP. FP will take less than an hour and you get the paper same day. go with this paper and get the residence done with health insurance etc. good luck.

Why worry about "later on" now? She can transfer at any time.
