I think if you don't have a PACI number on your house, they will ask for the PACI number of the next house and also they will ask for a landmark close to your building (a shop maybe. I had given the PACI number of the side house and the shops paci number. I had to call home and ask them to give me these numbers as asked by the person at the counter). As far as I remember, this is what I had done.
Anyway, maybe someone else may know exactly the current procedure and guide you. Good luck.

Dear sandeep, I also bought my family to a new flat in abbasiya. there was no paci number to my building or flat. but i had building number and stree no. etc details. I had filled it in the application form for civil ID. the woman sitting at PACI asked me for paci number , but i said that my flat doesn't have a paci number. She said ok and searched sometime for something on her computer and the work is done. So, I think what you can do is, ask your building haris(watchman) if there is any PACI number to your flat or building. If yes, you can show it at civil id office along with your rental agreement, if he says no, then also you can proceed the way I did. No need to worry.

If you are talking about the building near garden and school opposite to a bakala, fish store etc., then that building added new flats at the front occupying the road. Most probable it is illegal construction and any time it might be demolished. Look for another flat at the earliest to avoid trouble in future.

@SK - What rubbish. There are 100's of flats without a PACI number. Be logical when you give advice.
