How to check availability of a person in Kuwait?

Dear IIK-ians,
I gave some money to my friend last year. He promised me to give money back within 6 months.
Then after 6 months he requesting many excuses, and delayed more than 3 months. Suddenly I came to know that he left to India. I don't have his India number, even any contact details also.
He was staying near to my flat (now he left that accommodation) & travelling in same transportation. I found his civil id number and passport number from his CV (CV he send me before looking another job).
Can I check whether he is in India or Kuwait now using any of the documents (Civil ID & Passport Number). Please help me, as the amount is huge.

If you have proof of loan, file a case in Kuwait and India

Thanks for the reply.
I have proof of loan, I am going to put a case against him.
Some of my friends told me that he came back to Kuwait & staying some other places and left his old company.
I want to make sure that he is in Kuwait or not?
Is there any possibility?

If you're saying there is proof, then whether he is in Kuwait or not, go and file a case in the Police Station. There might be a travel ban implemented on him, forcing him to pay you back.
