if i am not wrong even if you come to kuwait at your 70 years age, your civil id number will be same. I think your civil id number is once and forever.

Even i had the same problem..
1. Make sure you have a copy of your old civil id, License (which has the old original Civil ID number). 2. Go to PACI office at Surra, first floor in certification dept.. Tell that u need the "to whomsoever it may concern certificate" for 2 civil id numbers.. 3. They will enter ur civil ID number and based on your Name and DOB, all ur previous details will be available to them. they will give a certificate stating both ur civil ID numbers and verify that both belong to you. Fee 1 KD. payable only through KNET. 4. Take this certificate and Provide a copy of your old civil ID, New Civil ID, License etc to ur company Mandoop (or Admin Dept) and tell that u need a new Civil ID with the Original number and request him personally. 5. Once ur Mandoob applies for a new civil ID, u should get it in a week.
