Driving License

Since iam in kuwait from last 9 years but i came to know for this website now may be i missed lots of informations which might be helpful for me.
i just need to enquire to get the driving license if iam eligible.
1.9years in kuwait.
2.kd.430 on work permit.
3.Assistant Manager on work permit.
if iam not eligible can some one help me, waiting for valuable advise.

I Had tried for wasta but upto estimara not up to the real license, in 2006 i got the eye test signed by officer but when i visited again rejected by senior officer, now i am looking for good wasta.
let see...
