Linking of Aadhaar with land records

GOI in a circular issued to all Chief Secretaries asking to digitize all land records, mutation records, sale and purchase records from 1950 onwards by 14th August, 2017.
Circular further stated that GOI is considering linking of above land records with Aadhaar. If not, the due action will be taken under Benami transactions (Prohibition) Act, 2016.
Circular No. is MISC/21/1/2017 CAB III Dated 15-6-2017.
Please note that I have received a copy of the circular in a Whatsapp message. Assuming the copy is original. If not I will not be responsible. Above is just for information.
We can expect a major announcement in this regard on Independence day. All corrupt people with lands on benami names to shiver.

If it is true then millions of applauses. More and more corrupt will be identified after this move. I am waiting for TV talk shows on this issue.

If you see that circular you will see that the address of the Cabinet Secretary is given as "Rashtrapathi Bhavan". An obvious fake.

CLARIFICATION
The letter attributed to Cabinet Secretariat on Digitalisation of Land Records & subsequent linking of the same to AADHAR, being widely circulated in the sections of social media is completely fake and mischievous. It is clarified that Govt. of India has issued no such letter. A police complaint has been filed in this regard and the matter is being investigated.
