enquiry about changing visa 20 to 18

Hi, I am in Kuwait in khadim driver visa.I don't apply for istimara and license. I wanted to change it to shoon and I tried it. But later came to know if driver visa canceled, I cannot enter in Kuwait for next 2 years.
My question is
1. what if I complete my 2 years akama and then leave Kuwait. Even then am I restricted to enter Kuwait for 2 years.
2. I have come across one post in IIK similar to my case... In that one of IIk member suggest that cancel existing driver visa and go india. Apply for new passport and come to kuwait in new visa. Is it possible to do so.
If anyone have done so and returned to Kuwait. Let me know it.
Kindly suggest me the solution.

Hi Dear ,
Its happened same to me. I was in Khadim Residence from 2012 to 2015, My company said need to leave the country so that they can send visa. I cancelled my residence and went india. After one month my company told to me unable to get visa due to new restrictions . After that i asked my father to check. He checked with one of the vasta person and got information that Ministry of Residence put my name block for 2 years in four governorates to issue visa. Later with vasta person we paid money to remove it, after that visa issued for me. I just wasted money and time cancelling my old residence.
Please double check before you took any decisison .. Now many new rules came.
The worse thing happened to me is also driving license cancelled due to designation changed.

Mandup says if not applied for istimara you can return to Kuwait.
What if istimara is not applied. Is same law applicable.
