Issues of Indian engineers will be addressed shortly; Companies can apply for NOC for their engineering staff.

The recent circular issued by the Public Authority for Manpower (PAM) for Engineers to mandates a no-objection certificate (NOC) from the Kuwait Society of Engineers (KSE) to get their residency and work permits created a traumatic situation for thousands of Indian Engineers in Kuwait. However the sources close to the matter assured that the issue of Engineers will be addressed very soon and no genuine degree holders will face problem with their residency as long as their degrees are valid. "Kuwait has huge respect for the Indian Engineers. We value their seniority and experience in this country," source close to KSE informed IndiansinKuwait.com.

Kuwait took this step to ensure the quality of engineers working for this country. Every country has the right to ensure quality and certain standard. This is not only applicable for Engineers, but for any profession. Last year Saudi Arabia had implemented similar rule to safe guard their country and according to Saudi Council of Engineers (SCE) more than 2000 fake engineering certificate holders were expelled from the country. However certain conditions for getting NOC from KSE created havoc among the Indian engineers. According to KSE, NOC will be granted only to those engineers, who have studied in colleges accredited by the National Board of Accreditation (NBA). The move may affect 90% of engineers in Kuwait as not even premier institutions like IITs, RECs, Anna University have NBA accreditation. According to estimate there are around 10,000 to 15,000 Indian Engineers working in Kuwait.

NBA, despite being formed in 1994, became pro-active in handing out accreditations only since 2005 onwards. However sources close to KSE informed that this requirement is already being communicated to various Indian Engineers through Institution of Engineers India (IEI) Kuwait chapter, which have a permanent chair at KSE office. “The condition for getting KSE membership is known to many Indian Engineers, but the sudden decision of making this mandatory for residency renewal was not known to us”, IEI officials told IndiansinKuwait.com. Earlier, for getting direct job at various ministries KSE member ship was mandatory. But private sectors including the Oil companies were not mandating these criteria for their engineers, IEI officials told.

Indian Ambassador to Kuwait Sri K Jeeva Sagar had taken up the issue during his recent meeting with KSE Chairman Faisal Dowaih Al-Ottol . During the meeting Ambassador briefed him about the difficulties faced by the Indian Engineers with respect to NBA accreditation. KSE Chairman assured that they will provide all possible support to overcome any obstacles faced by engineers working in Kuwait. KSE will be arranging a meeting very shortly with representatives of Indian Engineers along with Indian Embassy officials to discuss the matter in detail. Various Engineering association and community organisation had also brought this matter to the notice of Government of Indian.

Meanwhile, in order to address the huge crowd at KSE and to avoid the difficulties of individual engineers, KSE has facilitated the companies to submit the application for NOC for their employees instead of individually approaching KSE by engineers. This will be helpful for companies with large number of Engineers working under them. KSE also initiated online application to facilitate the engineers who wish to apply for the NOC directly with KSE.

I am Palani my Qualification is m.tech in structural Engineering. Kuwait society implemented this rule is mindless thing. They were prefer only graduates and not for post graduates. They have something to think about these. In my case b.tech college is AICTE Approval and M.tech degree is NBA Accrediation. I have submit my m.tech NBA accrediation letter also. But still they are asking only for B.tech NBA accrediation what they are thinking about to Decrease the employment as per these new rule? Second thing is the meeting is already cleared in India on 23rd to 30th June. But till the Kuwait society is not satisfied to approve the colleges. Why? My Visa of one month extension up to 21st Aughust. Any body help me what I have to do. I am left the country? The Kuwait society is thinking that without NBA all the other colleges are fake certificates?

My college and course in NBA list still application rejected by KSE saying your course doesnt come under Engineering list .Did anyone face same issue for Information Science and Engineering and thier saying your add Designation programer.If anyone have information or feedback please share.

Any updates?
My college is NBA accredited. and I have all certificates, My visa will expire on 21-Nov-2018, when should I try for KSE membership and NOC for visa renewal .is there any exam ? or only interview? I have 2 year experience in Kuwait and 3 year in India.

All Indian Engineering associations in Kuwait must take the initiative of identifying fake engineers among their members and should prepare a list and must hand over to Indian Embassy/KSE. I am sure that most of my fellow engineers can help these associations to spot fake engineers and prepare a list. This is the need of the hour to protect the professionalism and reputation of Indian Engineers.

Kuwait govt. should protect the Engineers holding kuwait society of engineers membership from their working companies illegal treatment. I have life membership in KSE and after termination I returned to India with my own air ticket not getting paid an amount of nearly KD 4000. Even HR Manager promised me company will send the money to my Indian bank account nothing did. I was with Mushrif Trading and Contracting Company.

So, how and on what rule basis or base on which ethic our Indian Engineer’s Certificates can be treated as fake, when he/she has received his/her Engineering Degree Certificate from an Indian Engineering College or/and Institution or and any Professional Engineering Institute; which was running at some period of time with valid reorganization form Govt. of India MHRD or its Apex recognizing bodies like MHRD Department of Higher Education or AICTE or UGC or NAAC or IIT or IIIT or IISER or IISC.
Q. Currently, What is Kuwait Society of Engineer (KSE) criteria for issuing NOC?
Ans. KSE is issuing NOC to Indian Engineers; who is holding Engineering Certificates from Engineering College and/or Institution and/or Professional Bodies accredited with NBA.
Q. Which Indian Engineers Degree Certificates KSE is rejecting?
Ans. KSE is rejecting certificates of Engineers who is not holding Engineering Certificates from Engineering College and/or Institution and/or Professional Bodies accredited with NBA. KSE is not considering either the College or Institution is reorganization from India Govt. MHRD or its other Apex bodies is not logical.

If IEI is aware of this rule is going to be implemented why did they not communicated to the Indian Engineers earlier. After the rule is implemented now they are telling we are aware of this!!.

1. Time wasting must be avoided at KSE.
2. Proper response must from KSE & (not verbal information) / proper printed information required
for all procedures. Because the person in charge is loosing temper when asking information.
3. Very High Fees are charges should be reduced especially for new as well as they should charge
only from the time of registration in Kuwait.
4. A proper representation in KSE for Indians compare to the percentage of engineers and Kuwaiti
officials should be included in KSE proper places, to avoid some nationals only controls all.
5. Embassy should discuss with KSE to include AICTE, or such approved colleges/universities
certificates, instead not limiting NBA only.
6. The fake should find by proper method, and for this reason should not effect to genuine one.

Andhra, Tamilnadu, M.P., U.P., Bihar private colleges are all fake. KSE and Indian embassy shall put a ban on these fake engineers.

It is quite evident, the steps taken by Kuwait to eliminate the fake degrees is a good one, keeping in mind that the procedure followed was not the actual right one. That been said, there are lot of fake engineering degrees in Kuwait.. They are from reputed institutes as well.

Secondly.. associations. Its high time, people realize these associations are waste of time, and all they are interested are in promoting themselves rather than helping the cause. And off course picking up money from sponsors for stupid dance and music programs. One should realize that , these associations are being run by near to be expired people who have nothing better to do in life

Thirdly, Engineers argue that most of our degrees are attested by HRD, mind you, all these fake degrees are attested by this very HRD we are talking about

Everyone's Engineering degree has Attestations (HRD, MEA and Kuwait Embassy) and let them give NOC. If they have any doubt, they can send it to India get it verified and cancel the NOC if it found to be fake.

Some colleges have any one of the AICTE, NAAC, MHRD & UGC approvals. KSE should issue NOC based on any of the above approvals not insisting on NBA.

Currently KSE is not giving any response to the non-NBA submissions. Candidate should be given an opportunity to explain the college credentials be it AICTE or NAAC etc..

1. Fake degree holders must be eliminated.
2. IIT, REC, etc to be added.
3. Time wasting must be avoided at KSE.
4. Proper response must from KSE.
5. Even some get fake degree certificates from original college name.
6. Hence every college and every university must be verify the degree certificates through online from every college and every university.
7. NBA must update.
8. How egyptian universities are getting from NBA which is from INDIA?
9. All these questions shall be answered.
10. Wasta not to enter in KSE administration.

Thanks for the update. We engineers are without any clue on what is happening. Association also not properly updating us about the outcome with embassy meeting. IIK provided the required updates for the time being, but still waiting for a concrete solution for this issue.
