Yes it is the owners and house keepers ( haris) who are the main culprits and there are rumours that the """haris""" or house keeper makes lot of money by charging the bachelor clients too. If a house to house search is done by authorities in Blcck Ten of Salmiya Area, all the guilty can be apprehended and as some mentioned in this page, it is the owners and house keepers who should be punished and not the bachelors for this violation of law!

The violation is by the house Owners and the penalty is being paid by the innocent tenants. This is very unfortunate and the authorities have to penalize the owners who are floating the rules and not the poor people who are staying there.

Disconnecting electricity wen the outside temperature is 50 degrees.. that too with out even a warning or notice period.. how inhuman can the kuwait govt be..?!
This is barbaric law and an extreme violation of human rights and this needs to be taken up to United Nations..!!
