Road cleaners working hours set from 4 am to 7 am; beggars will be arrested

The working hours for cleaners who are assigned on main roads cleaning duty is set from 4:00 am to 7:00 am daily. At the end of the specified working hours, members of the joint committee between PAM, Municipality and ministries of Commerce and Interior have the right to arrest these workers; especially those who beg along the streets, public roads and traffic lights.

Officials from the Manpower Protection Sector (Central Inspection Department) at the Public Authority for Manpower (PAM) and Kuwait Municipality affirmed all those who will be arrested will be referred to the concerned authorities to deport them, in addition to suspension of the files of companies where they are registered until the deportation of the workers.

I recall a very funny incident. I always drive from Khaitan to Mishref in morning around 9 am using 5th Ring Road and then take right to go on Road 40 towards Ahmadi. To reach Mishref, I take right to take Road 404 towards Bayan. There is a signal and the place is a lonely one except cars, there are no people around. There was this guy (Bangali cleaner) who used to pretend he is cleaning the footpath and all he used to do is collect cigarette butts with his broom and keep looking at cars. Then some drivers or Kuwaitis had pity and used to call him and give him some money. From one end till the other, all he did was collect cigarette butts. One day I watched him from a distance and slowed down only to find that while the signal was green and cars passed by, he immediately ran towards the signal throwing back the cigarette butts on the footpaths back the same way he picked them. He did this throughout the winter season. His intention was only to get charity and not clean the road. I wonder what he will do next if this rule will be strict.
We find so many people trying to create a situation wherein you are compelled to do charity. One such is Petrol Pump. The moment you tell a guy to full the tank, notice that the guys play around and do not round up the bill so that you let it go, even if they can. The auto-lock of fuel pipe gets released and leaves much room to adjust your bill, but the guys take advantage of it and leave 100-250 fils so that you give away. Notice the expression of the guy if you tell him a round figure of say 5 KD petrol or tell him K-Net.
