Indian Embassy has made it mandatory for anyone applying for new passport or renewal of existing passport to provide the copy of the Civil ID card and Phone number of two of their relatives or friends along with the passport application form.

A new circular sent to the Passport outsourcing center confirmed that any application for renewal or issuance of Indian passport will be accepted only after the applicant provides a civil id copy of two relatives or friends along with the application form. This new condition is already in place and people unaware of this requirement faced rejection of their application at the out sourcing centers. However, the Embassy has so far not issued any public announcement in this regard.

According to informed sources, the embassy made it mandatory to attach the civil ID copies as in many cases, the embassy is unable to track the passport holder as the mobile number of the applicant is unreachable and the reference contact number given with the application is invalid.

This mandatory submission of valid civil ID copy and contact number of relatives or friends will make embassy to track the passport holder easily if required. Anyone applying for new passport at the outsourcing center must carry the civil ID copy of two of their friends or relatives along with other requirements.

ehsan Tuesday, December 11, 2018 My God how is possible to give two family or friends Copy of Civil Id and contact nos why they are concern for our passport renewal., as per others comments if the Civil Id of family and friends is misuse then who is responsible they can be given for any guarantee and if at all we provided and they also not able to reach then what Embassy what will do. If a person is given his Passport for renewal so why leave and not in contact with embassy for the getting his passport no one can leave a passport at embassy without claiming back as this is the main document for travel. This will lead to black marketing, suppose if a person does not have any relative and ask his friends to give civil id copy and contact no may be he will ask him to pay money to give his civil id copy. Request to implement some thing useful and important don''t put our people in more and more trouble for no reason. presently we are having so many problem for which we could comes out from it. They ask reference only from the previous companies if they have worked otherwise no. What if there are no friends or relatives in Kuwait. Then what will embassy do?

How u know Jos is not qualified?We are tryg to get out of this hurdle in a smooth way by making pour comments so that embassy understands actual concern. Embassy cant be perfect non are perfect even highly qualified.
j Monday, December 10, 2018 Firstly, please understand that the embassy/ outsourcing centers are requesting the civil id copy with phone number so that incase your contact number given for passport renewal submission is not reachable they can contact the other numbers to ask about your status or to inform about passport status. - For those who are new in Kuwait, the ID copy with number of any 2 employees from your work place would do. (Again if you are new to Kuwait make sure you have atleast 2 years on your passport as procedures in Kuwait might take time and an expired passport is the last thing you would want)

JJ Monday, December 10, 2018 What a silly stupid rule who is this foolish?. Nobody is willing to give their civil ID copy its Kuwait official document of an individual. I am not sure if by Kuwait law it is allowed to give/refer relatives or friends civil ID copies as it may be a breach and what if they are not ready to provide. what is the answer? will I not be able to renew or apply for passport?I would not be comfortable to provide..but ok can understand some contact name or address of a friend relative which should not be mandatory . The best anser I can give to Govt is make an easy online form which can be filled and store data and also provide facility to update with unique identification of an individual and it should be hassle free with technology.

Referee address and telephone numbers shall be enough. There is absolutely no need of civil id copy of others. All Indians shall be united and write a petition to the Indian ambassador to review his decision. United we can make difference.

We are now living in hi tech world there are several ways available online to track a person. Even by photo its possible moreover mobile number residential address is attached to civil ID , Workaddress, Sponsor name, email ID , native address in India, parents name, spouse name etc...and etc all are there. Its OK for us to share references in CV, and forwarded to 100 companies, why 2 reference only, I can give 5, but something like this which is indeed very good, to track us at times of need some have objection. tt Monday, December 10, 2018 Civil ID is a valid document where you are not supposed to ask for another personnel ID (friend or relative) as there are much chance of misusing it and we don''t expect from an embassy to ask for a Civil ID whereas none of the other embassies are not requiring it. Only in India mostly it is asked for address proof verification purpose when applying for new passport.

Suresh Kumar Monday, December 10, 2018 It seems the story is incomplete. This requirement may be for those who are applying for an expired passport or someone with expired Civil ID or domestic helps. In case of domestic helps the renewal is being done by sponsor and they will not return to collect the passport for many days. ONE POSSIBLE SOLUTION IS TO DETAIN THE APPLICANT IN THE OUTSOURCING CENTER TILL THE NEW ONE IS READY AND DELIVERED AND ENSURE THE NEW ONE IS GIVEN IN THE SAME DAY, APPLY IN THE MORNING AND DELIVER IN THE AFTERNOON.

As someone pointed out we are giving our original passport for renewal. If the renewal is done in India are we asked to bring copies of address proof of the two references we give? I think this is a wrong requirement. A person may not have relatives or friends here. His passport will not be renewed?

RK Monday, December 10, 2018 This is clearly an harassment for all the citizens here. First of all what is the requirement of tracking an individual by embassy. What if the person is giving copy or contact of some other persons who is not known to him. Will any individual be ready to give his Civil Id copy. They may be afraid about misuse of that document for something else. Please please please . research well in advance before implementing such baseless procedures.

Raj Monday, December 10, 2018 ppl are not getting it correctly. This column was already there in the application form. What is happening currently is that if I am going to renew my passport, in this column, i will just put some random name and number and submit the application. In future, if any time embassy want to track this person, and his number is unreachable, embassy will try to contact the reference person number and that person will tell I dont know anything about him. Embassy now want to make it serious and give the actual friends contact number. That is it.
What is further headache Monday, December 10, 2018 if the applicant is in the country definetely his original passport renewal process is simple - -- if civil ID they require then ok to give but it is of no use as visa stamp in the passport is enough Why are you giving this new additional headache for the relatives or friends to ask for their civil id to be annexed - - What for ??? After some days you will say bring you sponsor civil ID - - - - Why you are making Indian citizen in kuwait life difficult ?? there are many urgent valid issue in india to be solved // focus on that first ??

Robin Monday, December 10, 2018 Dear Jos, I think you got it wrong. Civil ID copy is required when u apply for the passport renewal. But civil id detail will not be entered in the passport. This is only to identify the person who is applying for the passport.

Very few people will trust and give their civil id copy to their friends. why embassy is making it mandatory, after all we will be renewing our original passport. do not think like M _ D _

jos Monday, December 10, 2018 what a funny thing it is passport is a personnel document and the applicant should not add others civil id copy and passport or contact numbers its a private document and the friends or relatives they don''t like to share anybody then Indian embassy should keep some civil id of embassy officers on permanent basis and provide his telephone numbers . Indian embassy motto is serving its country public.
