Now a Guarantor required for Medical treatment in Kuwait!

Health Ministry issued a circular, which states that an expatriate patient must have a guarantor who will sign a commitment document before the patient is admitted to the hospital for treatment.

The new system will guarantee collection of fees imposed on expatriates when they are admitted to public hospitals for surgeries or receive expensive treatment. A guarantor will sign a form to pay the fees in case the patient does not. The form is a guarantee and undertaking by the guarantor to pay for the services presented to the non-Kuwaiti patient.

The commitment includes all information about the patient and the guarantor, and it should be signed before the patient is admitted to the hospital. If the guarantor does not pay, the ministry will take legal action to ensure the fees are collected.

To get Appointment for CT Scan/Endoscopy/ etc, Hospital need 2 months, if a Person die will Ministry take the responsibility.Why there is no Good Doctors,Specially A Egyptians Doctors, never check teh patients, they never try to check the fever how many degree the patients have,just they give the medicine from Computer, this work can be done a Chemist, no need Doctor, The meaning of Doctor is he should check the patients,not by Pen or Ice Cream Stick,We should Appreciate Kuwaiti Doctors/Indian Doctors who really treat the patients in very good manners,we need good treatment plz stop making money,concentrate on Patents also,Money can only buy,can money will give life to dead body?no never

all these years, many people used the free treatment by getting their parents and other family members to Kuwait on visit visa and when the time came to pay your''ll curse the same country that gave your''ll almost free treatment. WOW.. what did Modi give? free milk?

It would be good if the Indian Embassy can check and let us know what is the maximum expense the Govt will bear for an expatriate, cost of the treatment, for the Insurance money he is remitting.
We individuals cannot question the govt and it is not the wise thing to do.

Dear All. Instead of just talking humanity let just try to understand the following:
1. When a blue collar worker is hired, he needs to undergo Medical test and found to be fit.
2. Once he is found as fit he is given residency taking a reasonable amount as medical insurance, which is recently increased justifying increase in cost.
3. When any Kuwaiti Farm or individual employs a worker and he was medically fit at the time of joining, it is the sponsor''s responsibility to treat him if any medical emergency arises.
4. The above is also applies to the family of the worker if they are allowed to stay in Kuwait by giving residency.
5. Lets request the Ministry to publish data about the total collection of money through medical insurance plus on-site payment and number of expensive treatment of serious expatriate patient in Govt. Hospitals, so that the spending from govt. is known.
6. Throughout the world Kuwait enjoys the cheapest labour force. If you people do not provide humanitarian treatment then increase wages as prevailed in developed countries.

What about accidents persons who enters the hospital in emergency would you ask for guarantor or save his life. For e.g. earthquakes, fire in the buildings, road accidents and etc will you wait for the guarantor or save his life. Pls clarify?

Imagine a sudden heart attack or stroke and a surgery is required immediately, Will he be denied treatment if he is unable to get a sponsor in a condition where he cannot move or he is carried by some unknown persons.
This is a good decision to end humanity (nobody will help a patient under any emergency)
Why not the persons'''' sponsor should be held guarantor.

They should have chosen some other means of collecting the treatment charges. In Emergency from where the patient will bring the guarantor. Actually if a patient fails to pay the charges of treatment, they should collect it from their sponsor/Company.

Mainly like this conditions only all our associations and congregations should take up the issues seriously and Indian embassy need to be take lead. Not only this point there are so many issues are not solved which are not applicable and only targeting to expatriates.
I really support and respect who mentioned their concerns before me.

Day by day Kuwait is having different rules regulations and newly appointed restrictions...what will happen in a few days time to all Expats...I wonder where we can land from now on with small problems which can land to big problems...its time for us to think and leave and start work in our own country. In Farwaniya hospital my son got admitted, while discharge i made the payment got the stamp on my son discharge paper but did not get the payment receipt..i visited 3 to 4 times to main reception in farwaniya hospital, some time i got reply mudir not available some time cashier not available, finally since four month till now i don''t get receipt of the payment.

i believe everyone understand what is happening..

Just sharing my experience, i don''t know if this happens with you or any one else.

I have a couple of questions:
1. What happens if this is an accident case? The person is brought in by ambulance and he/she is unconscious and needs immediate life saving surgery?
2. What happens if the person being admitted needs immediate attention and he is sole bread earner?

MOH should make guarantor not a person. The sponsor should be the guarantor for the treatment. here I found any employ got sick, accident and admitted the hospital sponsor or company have no responsibilities. Why like this..... Our embassy/ association should raise this matter to govt.
