I can understand your mental stage thru which you are going. If you are not meeting the min. criteria to bring your family then forget this place and move elsewhere. Living with family must be a top priority. You can never ever cherish the joy of staying together and spending moments with each other if you live alone to earn money and then regularly sending to your family.
Ease of finding the job will be
India (its your own country, long working hours, hectic life, less saving)
Middle East (less saving potential but have joy of staying with family)
Europe (extremely difficult)
Unfortunately, QA job is very less or no demand job here and hence you can not ask for good salary. However, fix a time line to yourself to search for better paying salary here before you exit since you are settled here. If nothing happens, then leave.

I agree with what @QC Engineer commented. However, since this is a life-changing decision, I wouldn''t solely decide based on the general public''s opinion and suggestions.
One of the things I would do is make a list of job opportunities related to my job profile in India, Middle East and EU and send out my resume. See how the response is and where my profile is in better demand.
I totally agree with you that one should have a balance between professional and personal/family life.

After exploring opportunities in Kuwait, if you don''t find suitable options within a month, consider expanding your search to India, Qatar, and Germany. Send your resumes to reputable companies in Qatar and Germany known for hiring QA professionals. If you are not getting an opportunity here then leave for India. Real estate prices are growing higher day by day in India. Additionally, Before leaving your job make sure you have your own house registered in your name in India. Because your parent''s house later on will be divided by siblings through inheritance and you and your wife and your daughter are only sacrificing the most. So the sacrifice must be fruitful. I am telling you this from my personal experience my siblings enjoyed their lives but my wife, my kids, and I sacrificed our memorable moments.
From my personal experience, investing in additional skills such as AI can significantly enhance the scope of QA engineering roles. Explore websites like LinkedIn, Indeed, and Bayt for job listings in QA roles specifically in Qatar and Germany.

All the 3 options are better compared to what you have now. If you are able to find a job in Germany, no doubt it''s going to be the most sustainable out of the 3 mentioned options.

Your wife and daughter rely on you. No one else can take your place. Being a husband and father is special. Your wife, and your daughter are your responsibilities you can not let anyone take over your responsibilities on your behalf. No one can replace the role of Husband and No one can replace the role of Father. both the roles are irreplaceable.
If your wife is educated you can search for companies that do overseas hiring and ask her to apply. You can bring your wife on a work visa and your daughter on a dependent visa. but you have to keep a maid to look after your daughter here. You can enjoy weekends with your family travelling across different places without feeling homesick.

It is assumed that you came to Kuwait 4 years back (before pandemic) without checking any details. You left your job in India for betterment. You did not opt for European countries or US but accepted whatever available at that time.
If it is only regarding the family, then you should try a job for your spouse here and later bring your daughter. At the same time, try job inside/outside Kuwait for the betterment. Even if there is good opportunity in India, do not miss it and do not shut the door for any opportunity other than QA.

Look around you, you will find many opportunities. I would suggest UAE, Qatar & India.
