earlier having US visa would make a passenger to obtain VOA in Dubai. But as of new rules they need at least 1 time entry/exit stamp in US for the US visa to be eligible for VOA.
Rest to get visit visa for UAE (Dubai) is far more simple and easy. You can do it your self or thru a travel agent. It is will take 1 to 3 working days maximum.

Nationals of India with a normal passport valid for a minimum of 6 months from the arrival date with a visa issued by the USA which is valid for a minimum of 6 months can obtain a visa on arrival for a maximum stay of 14 days. They can apply before departure at https://tinyurl.com/5b7ww4kd? . They can apply to extend their stay for an additional 14 days. No need to travel to USA for obtaining VOA for Dubai. Additional Information: Valid visas in expired passports are accepted provided accompanied by new passport.

@ Jaydeep upon clicking the link provided it states clearly " VISA - HOLDERS OF SPECIAL VISAS - CITIZENS OF THE REPUBLIC OF INDIA RESIDING IN (AMERICA, BRITAIN, EU COUNTRIES) - ISSUE NEW VISA" as the Heading. Hence the advice.

Don’t think too much Just travel with US Visa passport No one will block you during chek in As well as in Dubai You will get the visa on arrival without any hassle Enjoy

You can get VOA at the Dubai airport, they have a separate counter just before the immigration gate where they charge AED 140 per person to be paid in cash ONLY, they will issue a Knet like slip. With that you can approach the immigration counter where your passport will be stamped and you''''ll be allowed to enter in.
There is no need for 1 entry/exit stamp on your US visit visa to obtain VOA for Indians to enter UAE, this applies to Bahrain as far as I know.

Hello all,
Here''s what happens my last month trip.
Show your USA visa at Kuwait airport check in counter so no other questions to issue a boarding pass. When you arrive at Dubai airport go to the Marahab Service desk , show your USA visa and pay 240 AED for 14days visa. No other questions or issues. I was there last month and it was my experience. ( They are not checking you travel to USA or not , as long as you have a valued USA visa you are eligible for on arrival visa to UAE) good day.

Just to note - they do have card swiping machine. Last time I visited, I used my Indian International Credit Card to pay for the visa.
