Hi, No you have to apply at respective jawazat. I don't know specifically about Salmiya but based on my experience in Ahmadi and Farwaniya, you have to reach by 6:30 AM to enjoy first come first served. They distribute token around 7:15-30 or so and normally staff are there to function by 7:45-8:00. If everything is okay (documents / eligibility) and once your token no is called, it takes about 30 minutes - 1 hr max.
try out and update us your salmiya experience.
Regards

I left out to say that this is applicable for Indian nationals who want to visit Kuwait, there are other nationalities / PP holders who have e-visa / on arrival facility.
