BROTHER FAILED IN MEDICAL IN INDIA

Dear All,
brother coming back to Kuwait on new work visa after cancelling his visa was failed in medical in Mumbai.and was informed that they updated it online.
reason giving was DOT ON CHEST he did one more XRAY outside and it was clear .!!
Now what are the course of action for him to come to Kuwait.
1. can he come on new visa as company in ready to give second new visa in March. ?
2. if there was a error in medical can it be redone ?
3. if yes how can Kuwaiti here or my brother approach Kuwait consulate at Mumbai and ask to Re-Medical ?
4. if no , then whats are the option?
5. He was informed by agent that he has to wait 6 months . he did not properly understood what agent was saying . IS IT TRUE ?

Your Brother can pass test if he goes through some agent.
As Most agency has contacts in Hospital and they can pass you easily.
