Sorry, but it is not possible to issue the Civil ID Card until the baby is added to the passport and residence file.When this is done please send the following documents via PACI''s special mail service:Copy of passport pages containing the holders information,Copy of the residence stamp page,Copy of the accompanied by page, and copy of the birth certificate , or you can visit PACI e-envelope website to complete your transaction https://e-envelope.paci.gov.kw

Can anyone explain this.

first apply for residency for baby at passport office .. check with any GOOD typing center...for documents needed...

next apply for civil id...also check with any GOOD typing center
