Being forced to buy household items when renting a new flat

Is it legal to be asked to buy current tenant's household items when taking a new flat? This is a very disturbing pattern seen in the country. What are we supposed to do with all the items we are presently using? I am looking to move to a new flat and people's insensitivity towards a new occupant and the illogical pricing of their used items is beyond my understanding.
Does anyone have any advise on how to occupy a flat without being forced to buy the tenant's used items? I am sure most of us go through the same pain.

You have 2 options, either look for an empty flat.
Or follow the below
1) Approach the present tenant personally & take a written cost estimate for the items 2) Come back later & see the Building care taker (Haris) preferably with an Arabic speak friend. Offer some money to Haris which anyway you have to... Haris will kick the tenant out on 25th of the Month.
