Hi Samuel,
Normal processing time and delivery is 14 days. And you have about 5-6 days extra. Ideally it is fine but keep in mind this is peak time and they may take additional time while processing.
I think you can try these:
1. While applying at VFS, convince the staff of your urgent requirement to travel on 31 July and the person can advise on possible date of getting passport back. They know the trend.
2. Worst case, God forbid you couldn''t get it in time, you can get the passport back in 2 working days with application cancelled. Check with staff as when you need to come in this case. You need to decide as which is more critical, Travel to Europe or India.

In the off-season time, it takes only 2-3 days esp for Indians. You have around 20 days, so I think you might get within 15 days..
