U are eligible for NOC if you have valid Engineering Degree and if your College and Course are Accredited by NBA.. The visa status doesnt matter..
But People need the NOC only because it is required by the Ministry for stamping residency under Engineer Category.. If ur company is ready to change ur Visa category, then proceed and get the NOC.. or else, dont waste ur money right now..
What u can do is, apply for KSE membership and keep it ready.. it could be useful in the future..

Is it possible to get the KSE Membership without writing the KSE Exam? If so, how?
My College and Course is NBA Accredited , so it necessary to be a member of Engineering Society of India?

anyone with engineering degree if his branch and college is accredited by NBA can apply for KSE membership irrespective of his current position in kuwait. You don''t have to be a member of Engineering Society of India or any other society.
So I suggest you to apply for the membership by attending the interview or exams (depending on your year of experience) and get the membership card.
Later when your company changes your residency to engineer or when you got a job as engineer in any other company, you can apply for NOC at KSE using your Membership card (you can get membership for one year. 2 years or even upto 5 years. A year is considered from January to December. Which means if you get one year membership now, your membership will be valid till December 2019 only. You have to renew it in january 2020 which will be valid till End of Dec. 2020)

@Mathew Varghese - U cannot become a member of KSE without writing an exam or attending an interview.. This depends on your experience.. If u have more than 7-8 years experience, you''ll most probably face the interview.. or else u might have to write the exam.. there''s no specification as how its decided., but u ll have to undergo either one of this..
Apply for membership in the sense, U collect all the necessary documents and keep em ready. .visit www.kseonline.org to know what are the documents .
