She needs BC from registrar first. She will not get from there and embassy without any proof of residence (previous pp / civil id copy)

Nothing can be done from here. Registrar here needs some proof that she was in Kuwait.

Duplicate BC can be sought from Registrar of Births in Maidan hawally. Your cousins details can be retrieved through her CIVILID number. Try to get her passport copy with parents names page. Go to Maidan Hawallly, catch hold of a porter and provide him with the passport copies. Hopefully, they will be able to retrieve the records

Alex: Read my previous mesg properly. There is no proof she was in Kuwait at all. For duplicate bc, no need porter assitance.
Joy: Duplicate bc is a direct and quick process, if you have the necessary documents. However, ask a porter there if they can a make a fake bc.

Dear Joy, Surely your cousin's passport states place of birth. You need a authorized letter from her mentioning your full name / Civil ID No. that you are have been given authority to request a birth certificate from the Indian embassy. Kindly ensure after your cousin's signature in the same letter her father's & mother's full name and passport copies are included. She will have to self-declare (sign) on each page of the passport copy too. You will need two recent passport size photographs. send her the link from the Indian Embassy website (requesting Birth Certificate Form), she needs to complete, sign and send it back to you. You will have to take your cousin's authority letter, completed embassy form, photos, her passport copies (recent & old ones that were issued in kuwait), parents passport copies. Go to the Counselor section (glass room in the embassy) presume timing for counselor is 2:30-3:30pm only. He will look at all the documents, give a No Objection signature on the form itself & tell you to proceed to counter No. 3 or 4. If all your documents are in order and authentic you will have to pay the required charges and told to return back to collect the Birth Certificate after 4 working days. If any issues or records not found you will be called on you mobile for further information. I just did for a school friend who was studying with me as she never returned back after invasion. Its time consuming but possible. Good luck.
